The Internal Revenue Code, along with the US Constitution, represents the highest source of authority in tax matters. 

Treasury regulations are created by the executive branch of government. There are three types of Treasury regulations:

1) Legislative (under direct authority assigned by the US Congress)

2) Interpretative

3) Procedural.

FASB is the private not-for-profit organization that develops and updates generally accepted accounting principles in the United States.
